To conduct research on the guidelines and policies of high and new technology development and industrialization in industries.
To organize and put forward plans and programs of high and new technology development in industries.
To organize the implementation of the National High Technology Research and Development Plan in the fields of information, automation, energy, and new material, etc.
To organize the implementation of the National Key technologies R&D Programme and S&T innovation project in industries.
To undertake the managerial responsibilities concerning the National High and New Technology Development Zones and incubators for S&T enterprises at the macro level.
To promote the S&T system reform in industries and the construction of technology service system such as the Productivity Promoting Centers.
