To conduct research on strategy for S&T development, organize the formulation of medium and long term plan of science and technology development.
To organize the formulation of national S&T development plans, guidelines of S&T development plans, and the establishment plan of S&T bases such as the National Engineering Research Centers, etc.
To put forward suggestions on the coordination, general balance and fund allocation for national S&T plans.
To research and put forward policies and regulations for the registration, evaluation, appraisal, awarding, secret maintenance of S&T achievements, technology markets, technology export, etc.
To participate in the formulation of construction plans for Mega-projects of Science Research.
To supervise the major high and new tech products at national level.
To take charge of S&T statistics.
