To conduct research on the S&T activities all over the country, the guiding principles and policies of combining S&T with economy, and to foster favorable environment for the transfer, industrialization and commercialization of S&T achievements.
To organize research on the overall plan, policies and measures for the reform of S&T system, and to direct and promote the system reform in research institutes belonging to industrial departments and local governments.
To research and draft laws and regulations concerning S&T, and to put forward policies and measures for strengthening the protection of S&T intellectual property rights, arbitration of technological contracts, S&T consultation, etc.
To conduct research on policies regarding scientists and technicians, and to promote the training of S&T administrators and science popularization.
To examine and approve the establishment and adjustment of research institutes.
