To conduct research on policies and measures to increase input into science and technology activities through multi-channels, to explore financial resources and raise funds for science and technology activities.
To formulate the budget and final accounts of science operating expenses, the "three-item expenditure" on science and technology activities (i.e. the expenditure on trial-producing new products, the expenditure on the middle stage tests, and the expenditure on subsidies for major scientific research projects), the funds of international S&T cooperation, etc.
To promote the financial reform of science and technology funds, and to implement the financial and accounting rules and regulations, and to supervise the financial management of S&T funds.
To conduct research on the guidelines, policies and plans of supporting scientific research.
To administer scientific and technological periodicals and magazines.
To draw up and manage the plan of capital construction of the ministry.
To supervise the state owned assets of subsidiary agencies.
