|LI Meng: Vice Minister and Member of the CPC Leading Group, MOST|
Vice Minister LI Meng is a CPC member and a senior economist with a PhD in management. He studied in Huazhong College of Agriculture from September 1981 to July 1985. He served the Ministry of Agriculture from July 1985 to July 1998, successively as Senior Staff Member with the Department of Institutional Reform and Rural Economy Management, Principal Staff Member and Deputy Director with the Department of Rural Cooperative Economy, and Director with the General Office. From February 1987 to March 1988, Li was seconded to Jingzhi Town, Anqiu County, Shandong Province as Deputy Mayor. From July 1998 to December 1999, he worked for the Central Finance and Economics Leading Group (CFELG) on secondment. In December 1999, he joined CFELG as Associate Counselor and promoted to Counselor in December 2002. From September 2003 to May 2006, he worked as Counselor of the Department of Social Development of the State Council (SC) Research Office. From January 2005 to February 2006, Li was Deputy Secretary of Huai'an (Jiangsu) Municipal Committee of CPC. In May 2006, he became Director General of Social Development in SC Research Office. In March 2009, he took the position of DG in the Department of Education, Science, Culture and Public Health of SC Research Office. In March 2013, Li was appointed Secretary-General and Member of the CPC Leading Group, MOST.
Vice Minister LI's mandates include scientific planning and innovation capacity building. He oversees the Department of Innovation for Development, the CPC Committee of MOST, and the Bureau of Retired Staff.
