Member of the Communist Party of China, delegate to the 8th and 9th Chinese People’s Political Consultative Conference. He graduated from the School of Automatic Control of Tsinghua University, majoring in aircraft control. In 1986, he received the national PhD degree in computer vision from the 6th University of Paris, France. He served successively as a laboratory director of the Institute of Automation, Chinese Academy of Sciences (CAS), Deputy Director and Director of the Institute of Automation, CAS. Since April 2000, he has been serving as Vice Minister and Member of the Leading Party Group of the Ministry of Science and Technology.
