Member of the Communist Party of China.
In 1982, he graduated from the Mechanics Program of Shandong Institute
of Mining, majoring in machinery manufacture. Later, Mr. SHANG
graduated from the Mine Engineering Mechanics Program of Beijing
Graduate School of China University of Mining with Master's Degree in Engineering and
Doctor¡¯s Degree in 1984 and 1987 respectively. He served successively
as Lecturer, Associate Professor and Deputy Director of the Graduate
School of China University of Mining; Deputy Director of the Research
Office of the State Science and Technology Commission (SSTC);
Deputy Director-General of the Executive Office, SSTC; Director-General
of the Department of Policy, Regulation and Reform, SSTC; Director-General
of the Department of Policy, Regulation and Reform, the Ministry
of Science and Technology. In April 2001, he served as Chief of
the Science and Technology Daily (vice minister ranking). Beginning
from November 2001, he served as Member of the Leading Party Group
of MOST. Since January 2004, he has been serving as Member of
the Leading Party Group of MOST (vice minister ranking).Since
December 2004, he has been serving as Vice Minister of Science
and Technology.
