He graduated from the School of Radio of Shanghai Jiao Tong University,
majoring in radio communication in 1968. In 1987, he received
his PhD degree in pattern recognition and intelligent control
in Automation, Tsinghua University. He served Successively as
Assistant Engineer in Zhengzhou Railway Bureau under the Ministry
of Railways; Deputy Director of Beijing Research Institute of
Artificial Limb Science, Ministry of Civil Affairs; Deputy Director-General
and Director-General of the Department of Social Welfare, Ministry
of Civil Affairs; Director-General of the Department of Mass Organizations
Administration, Ministry of Civil Affairs; Director-General of
the Administration of Non-governmental Organizations, Ministry
of Civil Affairs. Beginning from January 2001, he has been serving
as Vice Minister of Science and Technology, in charge of Supervisory
Affairs.
