China-France Cooperation Agreement Signed for Clean Development Mechanism

With the approval of MOST's leaders, an agreement of capacity building was signed for the China-France Clean Development Mechanism (CDM) on 25 July 2006. It was signed at the official residence of the French Ambassador to China by Mr. MA Yanhe, Director-General of Social Development of MOST, Mr. Guelluy, French Ambassador to China, and Mr. Oliver Richard, Chief Representative from the Development Agency of France.


As agreed upon, the French Global Environment Facility will provide the financial assistance, while MOST together with China National Development and Reform Commission will carry out CDM capacity building in four provinces and autonomous regions of China, namely, Guangxi, Yunnan, Guizhou and Sichuan. The capacity building efforts are aimed at the establishment of a CDM expert task force and the development of CDM project documents, which, subject to approval by the Chinese government, will be applied for registration to the CDM Executive Board under the Kyoto Protocol. The Administrative Center for Chinas Agenda 21 will be in charge of the implementation of the project.
