Significant progress has been achieved in developing innovative enterprises since the launch of the pilot program of building innovative enterprises, which was jointly carried out by MOST, the State-owned Assets Supervision and Administration Commission of the State Council and the All-China Federation of Trade Unions. In order to further the program with clear working plan, the Department of Policy, Regulations and Reform of MOST organized a panel discussion in Ningbo on 6 January about establishing innovative enterprises especially in East China

The conference exchanged information on the situation of the pilot program and discussed the next-step work plan. Persons in charge of the S&T departments in various places exchanged experiences in carrying out the pilot program, and representatives from related pilot enterprises delivered speeches on the implementation and next steps of pilot work.
