2006 witnessed the administrative departments working hard for the commercialization of alternative fuel vehicles, including making technical standards and rules for their market access. It become the mainstream of the automotive sector to develop all types of energy-efficient and alternative fuel vehicles, the spontaneous move of the sector to engage in innovation combining production, education with research. All these efforts laid a sound foundation to implement the major project of energy-efficient and new energy vehicles in the 11th Five-Year Period.

The R&D environment for energy-efficient and new energy vehicles were further improved in the same year, for example, in calibration and policy. The Management Rule for Market Access and Product Announcement of New Energy Vehicle Producers were drafted.

The energy-efficient and new energy vehicles were the hotspot for independent innovation in the industry in 2006, drawing large amount of investment. Many auto companies have enlisted them in their product planning.
