In order to promote China-Russia cooperation in the field of laser technology and industry and work with the 2007 Year of China in Russia, a delegation organized jointly by the Department of International Cooperation of MOST and Hubei Provincial S&T Department went to Russia to participate in the International Photonics in Moscow on 12-22 March 2007.

On 15 March, China and Russia jointly hosted the China-Russia Talks on Cooperation in Laser Technology and Industry. More than 60 experts attended the talks. They examined the issues of policy environment for the laser industry and prospects of China-Russia cooperation in laser industry. Representatives from laser enterprises also publicized and promoted their own technologies and products.
