On 10 March 2008，the Seminar on Test Specifications for Critical Components of PEMFC(proton exchange membrane fuel cell) was convened in Dalian by the Energy-saving & New Energy Vehicles Project Office. 

During the seminar, the officials responsible for the test base offered a detailed introduction to the specific requirements & basis for specifications, the experimental equipments for the test base, the early stage experimental data, etc. Half-year appraisal arrangements were explained and representatives of participating institutions discussed the test specifications & sampling standards, putting forward suggestions for improvement.
